What is with Idiot drivers, who dont know how to merge on the interstate? I come up the road, and some idiot is trying to merge on the highway...

I slow down, to let him merge in, and they remain the same speed, and dont speed up to drive in the spot i gave him, so he decides to drive off the side of the road, like if I drove him off. Why is it ever project needs to be done at the last minute? About each project is worked on for about 6months or longer, and hardly nothing is accomplished and then someone is like oh shit, we have a week to do this now!
